Bay Aging is seeking a full-time Assistant Director, Planning amp; Development.
The Assistant Director of Planning amp; Development will be responsible for all aspects of the Community Service Block Grant (CSBG), including grant administration and operations, reporting, compliance, and coordination with internal and external stakeholders.
This position will serve as a community organizer to help address root causes of poverty for low-income households; especially in regard to employment, education, income management, housing, nutrition, aging in place, emergency services, access to transportation and health.
Reports to the Director, Planning and Development.

ESSENTIAL FUNCTIONS CSBG Grant Management Must be able to interpret and implement Federal and State CSBG Compliance Standards.
Engage in Comprehensive Community Needs Assessment process.
Analyze results from Community Needs Assessment and form a CSBG Community Action Plan.
Meet deadlines and submit multiple CSBG reports to the state.
Actively prepare for and engage in the CSBG state monitoring process.
Achieve positive outcomes that are aligned with the State and Local CSBG Community Action Plan, Results Oriented Management and Accountability (ROMA) community initiatives; as well as agency wide program goals and services.
CSBG Community Engagement Strive to help reduce poverty by working with partners to revitalize low-income communities and empower low-income families to become self-sufficient.
Coordinate and/or mobilize additional resources to combat the central causes of poverty.
Supervises the Community Action and Housing Case Manager, who processes all CSBG, Housing and TANF Emergency Service Requests and Applications.
Facilitate community conversations and focus groups with diverse populations to share information and resources; as well as collect information that will inform the planning and implementation of Community Action Program strategies, initiatives, and program investments.
Develop relationships of trust and mutual respect with civic, religious, and social organizations serving key demographic groups.
Develop key relationships with community groups and other partners to ensure mutually beneficial progress towards achieving success.
Serves as guide, mentor and advocate for low-income people to actively solve pressing community problems.
Provide feedback and information from focus groups and community conversations relevant to the reduction of poverty.
Conducts qualitative research with CSBG funded programs and clients to provide data in decision-making and program evaluation and improvement.
Oversees and implements the annual CSBG TANF program, internally within the agency; as well as with partnering community organizations.
Grant Writing Ability to explore and pursue relevant grant opportunities which support and/or expand the Agency’s existing programs and services.
Ability to research, prepare, and write grant applications, in coordination with Agency Staff; and with Internal and External Stakeholders.
Computer Skills/Project Management Ability to obtain and display working knowledge of a variety of computer software applications in word processing, spreadsheets, databases; as well as the Federal and State CSBG Reporter program.
Ability to set goals, plan and manage multiple projects, budgets, cost, time and teams working on ongoing projects.
DECISION MAKING Handle daily responsibilities with minimal supervision.
Refer to supervisor when faced with new or unusual situations.
KNOWLEDGE Must have professional experience at the local and regional level managing grant programs in similar or related field.
Must be proficient in verbal/written communication.
Must be customer/client focused.
Must be able to become certified as a Results Oriented Management and Accountability (ROMA) Implementer within one year of hiring.
ABILITIES - Work well under the pressure of recurring deadlines.
- Attention to details and strong organizational skills.
- Establish and maintain effective working relationships with co-workers and community partners.
- Excellent verbal and written communication skills including ability to communicate effectively across multiple areas and levels.
WORKING ENVIRONMENT Office-based position with minimal physical requirements (ability to lift 20lbs, walking and climbing stairs).
This position will require travel to facilities and organizations or to various meetings.
The employee is occasionally required to stand, bend, twist, reach, as well as to frequently walk and constantly sit.
The position requires manual deviation, repetition, and dexterity.
Visual requirements include computer and book exposure.
MINIMUM QUALIFICATIONS A minimum of a Bachelor’s degree in a related field preferred; and at least 5 years of comparable, professional work experience at the local or regional level.
Must possess a valid driver’s license.
FLSA status: This is an exempt position.
